A residential workforce housing project to consist of 24 units at 23-25 Duncan Avenue, College Court Condominiums is the third workforce housing project to be constructed in Jersey City and the first in the West Side Ward. The Agency in its ongoing advocacy of “green,” sustainable, energy efficient projects, has worked closely with the Franklin Development Group to ensure that the building is built to L.E.E.D “silver” rating standard.

The Project honors former Congresswoman Mary Norton (1875-1959), the first woman elected to Congress in the State of New Jersey (1925-1951), and the first woman Democrat elected to Congress from an eastern state. The Project is a fitting testament to the working families the Congresswoman so passionately represented.
